Motorola's Horizon Developers Program offers a tiered membership system, supporting ISVs developing set-top applications either for approved middleware or directly to the Motorola set-top API:
IMPORTANT NOTE: Currently, Motorola and the Horizon program team are not issuing new developer licenses, Developer Agreements or documentation for our existing line of DCT, DCH and QIP settops. However, developers will be able to take advantage of Motorola's OCAP platform starting in early 2008. Details will be posted on the MOTODEV web site as they become available.
